REHABILITATION AND TECHNICAL BUILDING CODECHANGES IN TECHNICAL BUILDING CODE

by Order FOM TECHNICAL BUILDING CODE TECHNICAL BUILDING CODE, of 10 September, approving the Basic Document HE (DB-HE) Technical Building Code is updated, completely changed the previous wording of it with the intention of establishing new requirements relating to energy savings to facilitate the achievement of the objectives set by the European Union’s energy efficiency, namely buildings get almost zero energy consumption (publicly owned buildings must be from December 31 2018 owners and communities from 2020).
The requirements laid down in the new Basic Energy Saving Document (DB-HE) will be mandatory for all new buildings and rehabilitation interventions of existing buildings of applicant works once six months have elapsed from its publication in the Official Gazette (BOE), ie, from April 2014.
The main novelty of Basic Energy Saving Document of the Technical Building Code from its previous wording is the inclusion of a new basic requirement, demanding basic limitation of energy consumption (DB-HE0), which could be summarized in the following points:
It shall apply to buildings of new construction and the rehabilitation and expansion in existing buildings.
The energy consumption of buildings is limited depending on your local climate zone location and intended use. If the building is owned publishes energy consumption will be completely satisfied with energy from renewable sources.
A limit value for the consumption of non-renewable primary energy services heating, cooling and domestic hot water for all new buildings and from existing buildings subject to refurbishment or rehabilitation is established.
The energy rating for energy consumption of primary energy in the building or the part under rehabilitation or expansion of existing buildings indicator should be of equal or greater efficiency class B.
If anything, the requirements contained in the new Basic Document saving energy, will only be binding on the parties of the buildings that are undergoing rehabilitation, renovation or expansion may retain its status those where such works are not made rehabilitation and considering all the interventions of rehabilitation or refurbishment of existing buildings should be carried out so that the conditions are no worse and, in the case of failing to meet the requirements set in the DB-HE, rehabilitation must of achieve the greatest degree of adaptation to the basic requirements established.
